The problem with agencies wether not meeting their FOI responsibilities or intentionally trying to stall the process or withhold documents in order to avoid embarrassment is due to a lack of role models at the state and agency level.
It is difficult for FOI Officers to meet spirit of FOI and the concept of openness and accountability when senior officers and/or the government do not provide guidance in the way they act or deal with difficult matters.
If you make decisions, by definition, at some stage, you are likely to make a wrong decision, even if it is only seen as such by some people. But the point is you made the decision, you have to be prepared to stand by it and be judged accordingly.
Unfortunately, not all politicians and public servants are prepared to face the accountability of open judgement.
