If any government is going to espouse openness and accountability a critical part of the process is to ensure the public money it spends on contracts with the private sector is accounted for. It also needs to ensure the tendering process is above reproach.

To do this it needs to ensure both the tendering and the contract allocation is part of a publically disclosed system. Whilst the NSW (Australian) openness and accountability system is not without fault, it does require the publication of all calls for tender and the publication of an increasing amount of information regarding the contracts awarded, which increases in regard to the value of the contract.
